Block Criticizes Shekarchi bill as "job killer"

Republican gubernatorial candidate Ken Block says he is totally opposed to an employment law change proposed by Rep. Joseph Shekarchi (D-Warwick), who served as Treasurer Gina Raimondo's campaign manager in 2010. Block calls the bill (H7055) "possibly the biggest job-killer of the session" because it would effectively give every terminated employee the opportunity to claim that he or she had an implied contractual right to keep the job.

"When our state is trying desperately to grow jobs and cut unemployment, what possible sense does it make to tell employers they're opening themselves to a possible legal nightmare every time they hire a new worker," asked Block. "Rep. Shekarchi's bill would cut the job prospects for every unemployed Rhode Islander, except his colleagues in the legal profession.

"I can tell you that as Governor I would veto this bill in a heartbeat. I'm about creating new job opportunities, not killing them. With effective legal protections against employment discrimination already on the books, there is no conceivable need for anything like this bill.

"Business wants stability but Rep. Shekarchi's bill would turn stability upside down. Every employer would have to think long and hard about hiring any new workers.

"Considering Rep. Shekarchi's close association with Treasurer Raimondo, I would certainly want to know her view on his job-killing plan.

"This bill needs to be killed right now so the word goes out that Rhode Island won't even think about doing anything this damaging to our economy. Let's not wait til the dying hours of the session when anything can happen; let's let the world know this job-killing plan will not pass.

"Adding this kind of unnecessary and burdensome regulation would be one more example of Rhode Island moving in the wrong direction, one more mistake we can't afford if we want to have a growing, competitive economy with opportunities for ourselves and our children and grandchildren."

RI Center for Freedom and Prosperity: Prosperity Agenda

With the onset of the 2014 legislative session, the state's leading free-market advocacy group, the nonpartisan Rhode Island Center for Freedom and Prosperity, recommends that the General Assembly should set as its goal the repeal or roll-back of existing laws that restrict economic growth, rather than the creation of new laws meant to serve as band-aids for existing conditions.Under the premise the state government of Rhode Island has implemented dozens of taxes and regulations over the years that have proven harmful to the state's economy and job creation, the Center believes that the most productive path for legislators would be to clear many of these destructive statutes from the books.

"We have a very bad habit of self-inflicting legislative wounds on our own economy," said Mike Stenhouse, CEO for the nonprofit Center. "High levels of spending, requiring onerous taxes and fees, are the root cause of our economic woes," he continued. "We must repeal or roll back many of these taxes, and we must cut spending. We have to change course - it is allowed."

As part of its annually revised Prosperity Agenda for Rhode Island, and among the items that Center believes should be reformed via repeal or rollback, in order to create a better tax and business climate that would benefit all businesses and individuals as well as to create much-needed new jobs, are:

  • Repeal or rollback of the state's regressive sales tax
  • Repeal or rollback of the requirement that families have no school choice, even if their children are condemned to attend a school that is failing them
  • Repeal of the state's punitive estate tax
  • Repeal of restrictions on out-of-state companies to sell health insurance in the Ocean State, to provide affordable access to healthcare to more Rhode Islanders
  • Repeal of the minimum franchise tax, a disincentive to entrepreneurship
  • Rollback of corporate welfare and other tax credit programs, to level the playing field
  • Rollback of renewable energy mandates that create a further drag on the economy
If such statutes were to be repealed or rolled back, as recommended by the Center, it is projected that tens of thousands of new jobs would be created, along with a lower-cost of living, for all Ocean State families and businesses.

"We all want prosperity for our families and businesses. We must free them from burdensome taxes and a culture of dependency, and unleash them to be able to improve their lives," concluded Stenhouse.
